Jedi Master Menelaos! Master Cei was actually trained by Master Shin, who was a Padawan of Master Menelaos. Aside from training Master Shin, Master Mene has trained a crazy load of Padawans in his time!

I definitively think it's Master Shin. My master :) I've also thought about Master Menelaos, but I believe his student actually beat him in the number of trainees who made it to J.

Master Cei: Masters Kor'Keel, Ek'obalo and Xodus.
Master Menelaos: Masters Shin and Shadimus.
