Stretching Textures

Lately I've been having stretching textures.  I'll be playing my games and then I'll notice that textures will 'stretch across my screen and go back so quickly it appears as though there are random lines of texture "flashing" on my monitor.  Has anyone ever experienced this, and if so, do you happen to know of a solution to my problem?  I'm beginning to believe it is my graphics card, honestly.  It's the only solution I can come up with.  I use an ATI RADEON 9600 Pro Antalis.

Not sure what you mean.  Can you get some screenshots of this, or maybe use Fraps to create a video?

Know that textures fly across my screen so rapidly that it appears as though there are more than just a few stretched textures. It's so quick those were the best screens I could get. To make matters worse, it's happening on all of my PC games, not just this one.
